Mr. Michael graduated from Colgate University in 1970 with a B.A. and from Georgetown University Law Center in 1974 where he was awarded a Juris Doctorate. He worked with the New Jersey Attorney General’s Office from 1974 through 1982, first in the Division of Law practicing in the areas of welfare and labor. He was one of the first attorneys assigned to the Office of Employee Relations, the state agency charged with administering the labor activity of state employees. In this capacity, he handled dozens of labor related issues, including arbitrations and hearings, before both the State Civil Service Commission and the Public Employee Relations Commission.

During this time, when casinos were authorized by the voters in 1976, Mr. Michael was asked to help in the drafting of the enabling Legislation. Utilizing his labor relations experience, he drafted the section of the Casino Control Act that regulates labor relations in New Jersey casinos. This section of the law was later challenged and upheld by the United States Supreme Court in the landmark case of Brown v. Local 54. Read more

Robert J. Carroll is a Wake Forest University graduate who was an outstanding high school athlete and Collegiate Division 1 scholar-athlete football player. An attorney for four decades, and a 20 year law enforcement veteran, Mr. Carroll left State government to specialize in Labor Law, Criminal Law, Gaming Law, Native American Law, Human Resources/Employment Law, Due Diligence, Corporate and Background Investigations and consultancy services for governments, law enforcement and regulatory agencies and private sector businesses and individuals. Starting as a criminal investigator, and later a state government prosecuting attorney, and later a government prosecuting attorney, Mr. Carroll was principally involved in the investigation of organized crime and corruption and held numerous high responsibility positions, including Chief of the Special Prosecutions Section of the New Jersey Attorney General’s Office, Chief of several Organized Crime Units and County Prosecutor. He retired from State Government after several years as Chief of the New Jersey Organized Crime and Racketeering Bureau. During his tenure, he directly managed a State Task Force composed of specialized attorneys, state troopers, state investigators and support staff. Read more
