Mr. Michael graduated from Colgate University in 1970 with a B.A. and from Georgetown University Law Center in 1974 where he was awarded a Juris Doctorate. He worked with the New Jersey Attorney General’s Office from 1974 through 1982, first in the Division of Law practicing in the areas of welfare and labor. He was one of the first attorneys assigned to the Office of Employee Relations, the state agency charged with administering the labor activity of state employees. In this capacity, he handled dozens of labor related issues, including arbitrations and hearings, before both the State Civil Service Commission and the Public Employee Relations Commission.

During this time, when casinos were authorized by the voters in 1976, Mr. Michael was asked to help in the drafting of the enabling Legislation. Utilizing his labor relations experience, he drafted the section of the Casino Control Act that regulates labor relations in New Jersey casinos. This section of the law was later challenged and upheld by the United States Supreme Court in the landmark case of Brown v. Local 54.

Mr. Michael was then appointed as one of the first employees of the Division of Gaming Enforcement - the investigative arm of casino regulation - when that agency was formed in 1977. He was Chief of its Legal Section and then became its Deputy Director in 1980. During his tenure, he assisted in overseeing the opening of the first six casinos in Atlantic City.

In 1982, he opened a private law firm with a concentration in regulatory and licensing matters and achieved an industry-wide reputation for creativity, competency and integrity while leading developments in administrative, gaming and casino law in the nascent New Jersey gaming industry. As a partner in Brown, Michael & Froelich, Brown & Michael, Greenberg Margolis, Brown, Michael & Carroll and currently Michael & Carroll, Mr. Michael has continued to specialize in administrative, labor and employment, and casino gaming law from 1982 until the present.

Mr. Michael and his firms have represented many of the largest corporations, financial institutions and gaming entities in the country. These include domestic and interntional casinos, financial and investment companies, casino gaming manufacturers, casino vendors, individual gaming company executives and Native American Tribes. His firms have also been engaged to create, evaluate and analyze existing government and administrative regulatory and law enforcement processes and systems on behalf of several sovereign governments. In recent years he and his firms have provided diverse legal and advisory services to labor unions, gaming operations, governments and human resources departments on employment, terminations and operational practices. In addition, Michael & Carroll has represented American investment interests in the development of casino projects outside the State of New Jersey. In the course of his experience in the gaming field throughout the world, Mr. Michael has developed and maintained working relationships with government and/or gaming interests in New Jersey, California, Connecticut, Louisiana, Nevada, Puerto Rico, The Bahamas, England, Holland, Canada, Malaysia and Australia. He has also provided advice to government officials and private companies and individuals evaluating casino gaming in new jurisdictions, including Greece, Santo Domingo, Jamaica, Belize, Malta, Antigua and St. Lucia, as well as persons and entities in the states of Arizona, California, Connecticut, Maine, Massachusetts, New York, Illinois, Indiana, Florida, Louisiana, Alaska, Michigan, Texas, Nevada, Washington and Kansas.

Mr. Michael is a Past Board Member and President of the International Association of Gaming Advisors. He was honored by that organization and made a Counselor in 2002. He is also past Chairman and Board member of the Casino Law Section of the New Jersey State Bar Association. He has been a frequent lecturer and writer on subjects involving gaming law. He contributed the chapter on New Jersey gaming law in the European Lawyer Reference compendium of gaming law throughout the world.
